1. Democratic parliamentary government means that there has been one national election boycotted by the main opposition parties.
2. The expanding middle class is still a tiny percentage of the population. Only 20% of the people in the capital have water or electricity in their homes.
3. The labor force is mainly illiterate and unskilled.
4. The dynamic entrepreneurial private sector is thwarted and harassed by the government at every turn, whether through land policies, customs delays or sheer corruption and inefficiency.
5. The fast growing communications are not here. They have been promised, with ever receding installation dates for the past two years.
